When this body was set up in September 2005, it created an umbrella organization for the various educational institutions working in continuing education and the other local Adult Learning Centres that were to be established. Relevant NGOs and government providers were successfully invited to join the Advisory Committee. ANAFAE sees itself as a national forum to support strategies and programmes in the areas of literacy, basic education, vocational and civil society training in particular, and in other fields of adult education.

Other partners are the Adult Learning Centres in Aybak, Charikar, Herat, Kabul, Kunduz, Maymana, Mazar-e-Sharif, Pol-e-Khomri, Sairpul, Sheberghan and Taloqan.
For a long-term integration of Adult Education in local development strategies, dvv international cooperates with the Afghan Ministry of Education. At the local level, the programs are coordinated with the provincial and municipal structures of this ministry. In order to create a wide acceptance in the population and to ensure need-appropriate offers, other local authorities are involved in the planning.
